In my opinion, you can always run a war if you have some fanatics or create them (fanatics) with enough propaganda rather than in money itself, it doesn't meter which type of money exist or is used. Yep, money makes it easier but it's not a key factor.
Thousands of years of history begs to differ.

Wars absolutely were funded pre-fiat.
The main difference is funding was limited. In modern times, it would probably mean people would need to voluntarily fund their own defense. I think the natural result would be far less war.
