Why do you think someone would be legally allowed to accept monero if they can’t accept certain bitcoin utxo’s?
Governments are great at 2 things:
1. Centralized violence.
2. Creating black markets.
Bitcoin will be fine.
Monero is black market money. It's not waiting for permission from state controlled markets.
