Perhaps, but I believe the whole point of spark was to send a prepack of kyc before the funds land so that they are approved or denied as a result. Spark is wallstreet lightning.
Ok men. Their code is opensource and for sure people will be able to use their tech to create different federations if they start to deny transactions.
