Apparently things aren't going too great for teh USG.
As you no doubt noticed they started dabbling in spam a few years ago - back then with a focus on "please call me so I get some free credit from the phone company". Meanwhile the situation has evidently deteriorated, and apparently to the point where John Kerry (you recall, the lanky, haystuffed scarecrow Putin keeps urinating on) is actually begging for WU transfers like a regular crack whore down on her luck.
If you have any accounts receivable backed by this supposed "full faith and credit of the United States Government", I can't help but feel very sorry for your loss. It may take a while before John Kerry manages to collect enough to pay you, $390 at a time.
