The Indian union government and all the state governments in India have no business in involving themselves with education.

Privatise and deregulate everything.

The boards, the schools, the licences, the grants. All of them must be gone.

Abolish the union and state ministries of education and remove education from the seventh schedule.

It shouldn't even be devolved or decentralised to local governments.
