Not sure if he really says that. Your coins will expire after 14 days according to the protocol. That means if you don't open your wallet, your coins will be "lost" or go into custody. Of course, if you open the wallet, you can self-spend (that's what he meant iiuc).
Correct me if I'm wrong but Ark isn't for cold storage (which is what we mean by HODLing I guess).
