To me it shows exactly the opposite. The sniper suddenly sees him as he's taking the shot.

I am 100% sure that he couldn't get on to that roof and in position without help/advice, but it's impossible that the snipers where involved and even less that there was radio traffic "not authorizing to engage" a rando with a rifle. It's absolute nonsense.
