Satellite communications where anyone can run a satellite, and those who choose not to run one/don’t know how to run one, can broadcast from someone else’s satellite. Some satellites require payment to broadcast, others are benevolent and don’t charge. You can broadcast from multiple satellites so if one gets knocked offline, others can be backup signals
