Where do you live?

I live in Europe where the gipsies have been historically marginalized and still are. This is an institutionalized bias https://es.m.wikipedia.org/wiki/Persecuci%C3%B3n_de_la_etnia_gitana that has been going on for centuries. I'm sure you can think of a community in your country or nearby countries that has the same issue, even if you are not part of it.

Context matters. How are Romani treated in those societies? How have been treated historically? Do these countries have an history of authoritarianism and segregation?

Do you know about Jeréz in Spain? Is a great example of Romani integration.

Looks like you have your mind made up and are looking for "data" to back up your prejudice, like most of the population.

The problem I have is with the notion that the institutionalized discrimination is 100% cause and 0% effect.

The oppressor/oppressed mindset is incredibly naive.
