Bitcoin may currently be a store of value, but it's meant to be a peer to peer payment network.

Bitcoin does not need to ossify. It needs work. Not random half hazard work of course but it does need improvements. Yes layer 2 is great...and yes the base layer still needs work. They are not mutually exclusive.
