To get a green card, it used to be that you had to prove you weren't going to be a drain on the system. And someone on a tourist visa has to have enough money to cover expenses. And more importantly, a return flight. You can't clear that hurdle, you don't get in.

Anyone collecting welfare should not get an extra nickel for adding another useless eater to an already overwhelmed system. That $5K needs a lot of conditions applied to it.
