There isn't really a means of production, so I would say no.
It is merely a collective of cost sharing folks.
If they also were the doctors and hospitals, and each member contributed production and other to the group, perhaps.

Not really, you are merely choosing to help pay for others health needs, in hopes they may do the same for you if needed.
