Because 15 is too many relays. But if you want, you can change the "Max relays per request" and it should post to more relays.

when i click on someone on the feed i see the person, that i am not following him and yet he is still in my feed
Are they a parent to a reply by someone you do follow? The feeds do attempt to bring in context. Is the wot arc orange or white?
