it's percentage based here 10% big roads, 5% smaller areas

so within small areas where it's 30km/h etc u barely have playing room and when i can go 120km/h it's max 12kmph over

your 7mph converted to kmph is 11, which is the basically the max room u get at max speed limit (120kmph high roads)
