Explain the relay screen or the need to choose one? Defaults are extremely centralizing, so we avoid where we can.

Why there’s a separate relay management process for DMs. And do these need to be entered in manually or is there a way to just pick them from a list?

Nip-17 requires a separate relay list. The relays are different: anyone can post but no one can read it. So, it's not a good idea to mix with the rest of the list.
