Doesn’t persist across app sessions (force quit is most reproducible)
Very strange… can’t seem to reproduce this. Turning off notifications in iOS settings would be a workaround for now…
Try turning off likes and DMs and then force quit app

For me its the inverse. DM setting is saved, like setting is not saved.
