A more practical modern meaning of usury is "enslaving people with financial trickery."
There is no bigger financial trickery than printing fake money out of thin air, loaning it to governments, charging interest on it, and then getting the governments to pay the interest by coercive taxes forced upon regular citizens.
This is the "business" of central banks.
It's essentially tax farming and harvesting the efforts of human cattle.
