What if someone ran a free relay, but it's sponsored by a different business every month and the sponsor gets access to X notes per day? Besides paid relays, this is one way an operator could cover costs and maybe get more eyeballs on a deal they are running.

Wouldn't all of the notes be available to anyone who connects to the relay? What would limit anyone (users, sponsors, bystanders, etc.) to getting only X notes per day?
