Classic political move - We missed the target so move target.
Yes they manipulated the base line from pre industrial 1750 -1900 to 1951 - 1980 to hide the fact we're already well over 1.5c (closer to 2c 3.6F) above average with an additional 1 - 5c locked in.

1) We live on a plant. To suggest that it will have a static temperature and we can predict that temperature is absolute hubris.
2) 50 years of data tells us NOTHING.
