I’m in the learning phase. Is a relay akin to a company like Twitter or Facebook (has its own terms of service or rules) that is built on top of the base protocol of Nostr? Are there other users I would not otherwise be able to connect with unless I am on particular relays?

One unique feature of nostr is its ability to use relays as communities. While this is similar to the role that instances play in the Fediverse, it gives you the advantage of owning your identity.
