Well, yes, but I think you're being a little pedantic here. The people who push the policies will also want to enforce them.

Not at all. It's about holding the right people accountable. The reason we blame policies is because it's safer than blaming the powerful.

I think we are in agreement here. The people who propose the policies are the problem, I have no problem blaming the powerful.
