What client are you on?
Amethyst for me. No animation.
Same on campus, this sort of thing happens it will correct in a few days
I figured it out that you need to update your profile ( just re save in damus)

I’m not sure sure Primal supports gifs for PFP
They all should but I’ve seen some clients will limit the file size for mobile bandwidth reasons. Some of y’all don’t know how to optimize your gifs. 😁
