Protocols dont have ToS or PP because they dont include any services. (But they do have Terms! In their licenses).

Pubky Core protocol and all the open source software is under MIT license, like most open software.

But Apps and relays do provide services.

It is in both the users and businesses best interests to establish clear terms, and laws force the rest.
