Over 50% of all Crypto is owned by governments and institutional investors. If you wanted to manipulate the market secretly and privately, that's how you'd do it.
Like feeling you are part of the rebellion while investing in a "currency" being manipulated by Black Rock, State Street, and the US and Chinese government.

The same way that the government manipulates anything either directly or indirectly.
Primary points of manipulation are price and percentage of ownership.
Each time there is a significant dip in prices, the percentage of ownership by institutional and governmental investors goes up. Generally, these aren't pass through holdings for individuals. These are directly on the books by these organizations.
What might have started as a grassroots commodity has become something else. Watch the percentage ownership. The strategy can really only go one of two ways:
1) Pump and dump destroying the crypto market or significantly degrading it or forcing it into heavy regulation
2) push out strategy where the percentage of ownership by individuals continues to dwindle while institutional investors gobble everything up (see single family homes).
