* Homeless will flood cities that give them free jail cells, and flood those jails, if there are any

* Maybe this ruling will only be used to target dissidents and not actually clear out homeless encampments, because probably no city can actually afford to provide free jail cells (housing) for the entire country

Also important: some of the inmates who get killed will go unnoticed. Especially these days, with COVID and idiots denying it, the state is free to kill any inmate they want by giving them a large viral dose. China may have done it to Dr. Li Wenliang, an early whistleblower on COVID.
