text (4348): In #Romania, the ”Ministry of Truth” will try to impose fines between 10,000 EUR and 20,000 EUR, starting next week, via Emergency Ordinance, for the following acts committed on social media (NOTE: Fact-checkers will be those who have been paid by USAID and Soros funds and left without stipends by @realDonaldTrump):

”1. Adopting similar visual identities (identical/similar names/profile pictures)

2. Using profile pictures generated with artificial intelligence or other technical solutions

3. Falsely assuming the identity of individuals/public institutions/private companies

4. Lack of verification elements or validation of the user's identity, according to the mechanisms available at the level of platforms, sites or online groups

5. Discrepancy between the declared purpose of the page/group and the promoted content

6. Using pages or user accounts whose name has changed over time

7. Changing the theme/activity carried out within a

page/group after the formation of a community

8. Changing the administrator/user by transferring the page or user account to a third party

9. Frequent changes in the names or descriptions of online entities

10. Using compromised accounts that previously presented legitimate activity

11. Falsely assuming the identity legitimate media channels

12. Creating news websites where there is no contact information or editorial details and which mainly promote news with clickbait headlines or taken from other sources, most often without mentioning the source

13. Using AI-generated texts for fake news

14. Organizing fake support campaigns

15. Using fake/compromised/inauthentic entities

for the coordinated dissemination of content, posts, comments, likes, shares and/or paid promotion of content

16. Distributing content/news with clickbait headlines

17. Distributing in the online environment photo/video/audio content, manipulated or generated with the help of artificial intelligence or

other specialized programs, which induce for manipulative purposes the idea of

truthfulness based on the considerable similarity with people, objects,

places or other entities or existing events

18. Simulating conflicts through fake accounts

19. Sharing polarizing content (photo/video/text)

20. Using fake accounts or pages to publish reviews within the other fake pages existing on the network

21. Creating and promoting fake online surveys or manipulating existing online surveys

22. Sharing conspiracy theories, emotional appeals, clickbait messages, and false/misleading information

23. Alternating real/false in the context of shared photo/video content

24. Sharing old content in a way that makes it seem recent, likely to deceive users' perception

25. Sending identical/similar content (photo/video/text)

26. Sharing and interacting at a very high speed with content elements on the platform

27. Using content (photo/video/text) that encourages personal attacks and/or spreads private information, including those directed at entities fact-checking

28. Content distribution through which users are encouraged to interact through likes/shares/comments by fake/compromised/inauthentic network entities

29. Simultaneous and/or repeated (including in an automated manner) distribution of content (photo/video/text) (including identical/similar)

by fake/compromised/inauthentic network entities

30. Building an inauthentic audience by using online network entities to increase viewership or number of followers

31. Using inauthentic online network entities to artificially increase content distribution

32. Alternating real/fake in the context of distributed photo/video content

33. Simultaneous and/or repeated (including in an automated manner) distribution of content (photo/video/text) (including identical/similar) from online network entities

34. Using images instead of text to avoid algorithmic detection

35. Use of typo squatting techniques by replacing letters within certain words with symbols/numbers).

36. Distributing messages using functionalities of online platforms that leave no further evidence

37. Hiding the source of content (masked identities)

38. Use of inauthentic online entities for the purpose of generating confusion regarding the real popularity of the content in question.”
