II The Frontier 🟨⬛️
New, unexplored territory is the best place to experiment with new political ideas, as the first generations of US settlers new. Since everything has to be built, from housing to institutions, why not try something new?
The world is fast running out of frontiers, but there are still a few: the sea, the desert and the poles. 80% of the surface of the Earth and even more of its volume. Technology now puts those within human reach. Of course the final and infinite frontier is beyond our atmosphere. When space exploration really takes off we will see a million social experiments. The distance involved will once again make local governance more important.
So let's start with space.
It's the year 2055. There's a colony on Mars. Starships arrive every 2 years with new supplies and colonists, the trip is costly and slow enough that for most people it's a one way trip and martian self reliance is key to survival, should shipments fail. The colony is run by a UN run consortium, with the US and China sharing majority control. After an economic crisis and in dire need of funds the US government decides it might be a good idea to start selling selling martian land. A land rush starts. Among the thousands of colonists a few groups emigrate for religious or ideological reasons. One of these groups is a shipful of anarcho capitalists looking to create their utopia. They buy the land from the government, even though they believe that peaceful homesteading would be a good enough property title. Everything is discussed and debated well before they embark. They know what they want. They are risking their lives for it.
Earth governments don't care too much what these nuts do with their land. They are 2 years travel distance away. As long as they pay for the land and transport, they can be taxed on any trade. No need to imprison or extort anyone. A tariff will do the job.
So the anarchists have their settlement and their voluntary social contract. They have no taxes within their community. They have no police or centralised enforcement, only some private security and a voluntary militia/fire department/emergency rescue brigade. They use arbitration to settle most disputes. They are mostly self-reliant, but chafe at the external tariffs imposed on them by Earth governments on some luxury goods. They do a bit of smuggling when they can get away with it. Their highest form of punishment is ostracism and exile. Their property rights are absolute.
They thrive. They grow. They expand. They are happy to welcome inmigrants as long as they accept their rules explicitly and pay for themselves.
Other martian colonies know about them, trade with them and visit them. They see their success and want to emulate it or live there. The anarchist culture grows and their ideas spread to Earth nations. Earth revolutionaries and reformists start asking questions: if they can live without the State, why can't we? If they can keep what they earn, why can't we? If they can own their property, why can't we?
The next generation grows up asking these questions and debating these ideas. The next time a government is oppressive enough to trigger a revolution, the revolutionaries have made these ideas their goals.
That is how change starts.
