I think climate change is an easy way to hide the beginning of weather modification. It’s a way to mitigate the liability and risk of experimenting with weather modification. If mistakes are made during the early days of weather modification, then the companies experimenting are creating a problem they can then solve later in with the well-researched version of weather modification.
