I was thinking about permissioned relays and how if you're intending to only publish to a set of relays, it might be possible to include a list of which relays you want in the post. Then well-behaved relays could not accept an event which wasn't intended for them.

I've thought about that too. You could enforce it by doing something to the signature that only the target relay could validate maybe.
