The funding came from Saudis. Bin Laden was a member of an elite Saudi business family. The hijackers were trained in American flight schools paid for by Saudis. The Saudi royal family was escorted out of the country after the attacks by the US military. The US neocons wanted to overthrow Iraq for unrelated reasons and 9/11 gave them an excuse.
