I understand that people in Dublin or Madrid are not worried, but you should also understand why people in Riga, Warsaw, or Prague are.

I'd just toss in a thought. I've been lashed out at (fcking grammar) by my Ukrainian friend few years ago, that Czechia dares to solve it's own issues and nobody cares about them. Don't form an opinion on this, I'll continue.
He and his family ran across Munich, where we met and we gave them all the stuff for their baby boy they could use. They kept running, she was senior IT dev and they ended up in Spain for good. They were RICH and left everything but one hybrid car behind, so when he lashed out, I understood it's "just" the frustration. His wife actually started on him, that we don't even live in Czechia and wtf did he expect from Czechs to do. We all can understand that he actually didn't expect nothing but a miracle.
Moving on.
It helped me to understand how hard it can come. When your spouse dies and you come out from the hospital, everybody there has their own day. Nobody knows your pain nor really cares, it's sunny and you just get hit by the life proceeding outside, even though your heart just bled out.
I see it a lot. People having noone but states to blaim and what else can you do but opt out and run or hide. I always remember how angry he was with me personally for not solving the war, living comfortably in rich German city and not giving a fuck but "some help."
When it comes to breaking the bread as we say, there will be people lashing out and people not giving a fuck, and on neither side does it mean somebody is bad. It's absolutely natural.
