Problem: can't submit merit requests
Merit requests are how we indicate and communicate the value we believe our work has in comparison to that of others.
This is the basis by which merit cap tables enter nostrocket state in order to distribute revenue when someone pays for a product or service offered by a rocket.
The problem right now is that no one can actually log a merit request.

Problem: can't create initial merit cap table
Merit requests must be approved by existing merit holders, but when a rocket is first created there are no merit holders.
Solution: allow the creator of a new rocket to instantiate a new merit cap table for their rocket with 1 merit and locked for a lead time of 1 such that their votepower is 1.
This will give the creator of the new rocket 100% of the initial votepower and they can begin approving or rejecting new merit requests.

Problem: nostrocket rocket object does not have a rocket ID
The nostrocket rocket is the only one which is not created by publishing an event and so it does not have a rocket ID.
Solution: not sure yet
