I disagree that reporting it is censoring. Notes are not always censored upon reporting. Relay operators (or apps depending on if they collect the report in-app) are the censors.

My apologies if i was unclear. I only meant that simply a report doesnt automatically censor, but aid in it.

A relay operator or app can choose to even ignore the report or wait for 1000 reports per note before censoring if they choose to.
