Its my opinion that mining centralization is a much more serious threat that is already here.

In regards to Satoshi's stack being a main target for these attacks, and frankly because I'm sure others are already trying to crack those addresses (specifically the Genisis Block) without using quantum, would it make sense for block builders to blacklist any transaction attempting to move those coins?

So this doesn't really address how a quantum-proof bitcoin future address solution handles all the coins with exposed public keys which don't or cannot move. There's millions of these coins, and only a small number will move to the new address.
Freezing old coins completely undermines the permissionlessness of the network and is not an option imo.
So do you just leave those coins to get cracked and dumped on the market into new hands? Ultimately that would really only affect price, but that is a huge supply increase all at once.
Maybe I missed something but I haven't seen an actual solution to those coins re-entering the market all in a short timeframe.
