well there's a lot more paper silver on the market than physical so if someone starts buying physical silver by the train car load, that may have consequences

increasing the cost of a tomahawk missile by 1% or so probably is not that big a deal on its own

Silver going up a few hundred percent wouldn't be enough to stop tomahawk production on a cost basis, however, they'll have political and economic reasons not to drive silver up that much. They may be able to get by purchasing silver as needed, however they intend to increase tomahawk production six-fold (not to mention all their other munitions that use silver). There's also no way they'll be able to replenish their stockpile without jacking the economy.
