I think the implication is clear but it depends by what is meant by courageous.

If courageous = defiance, this thread will be a good place for authorities to start looking for people that are defiant. Especially since Nostr posts can’t be deleted, and since Primal’s enhanced search has been released. It just becomes easier to monitor for potentially “courageous” people.

So I personally wouldn’t tag any npub here even if I considered them to be courageous.
