It's interesting seeing the resurgence of the things this old Ancap drummed a lot about back twenty tears ago. Indeed, it's true that Somalia fared a good deal better under Anarchy than under the predecessor nominally Socialist dictatorship, but there's also some other things that seem to be a constant: e.g.
That everything not nailed down or deeply embedded in the ground get ripped off and stolen, which is reason that mobile telephony was such a relative success in Somalia compared to the rest of Africa, because they simply couldn't run a traditional phone network due to the cabling consistently getting stolen by the locals. Wireless was the *only* way to run a functional communication system in this country!
Facts, but, Africa.
Ethiopia and Kenya shared this problem, but dealt with it by not serving non-elite areas with landlines.
Somalia fared better, not just compared to under the US- and UN-sponsored Siad Barre dictatorship, but better than its Statist neighbours.
