I saw an article about the cyber truck being a 48v system rather than 12v, and that they are pushing the industry to do the same.

Anyone know if 48v can shock someone through dry skin?

Nope for the most part, for reference below 120v dc is considered extra low voltage, 60 volts ish dc is conaidered fairly safe unless in specific conditions.
