You can see this in real-time in Germany, nowadays. The higher levels of government are quietly warring with the lowest level, in some ethnic-dominated neighborhoods. The family men will literally band together and terrorize the teachers, stalk the principal in the parking lot, etc. The schools sometimes need cops, but the cops are also often from the same ethnic group and sympathize with their concerns. Ends up 2 indifferent guys against 50 angry ones, so good look with that. LOL
The canteen will be halal. The girls and boys get separate sports. The visit to Dachau gets quietly... delayed. Etc.

I don't have to agree to those laws. Not my kids. Or they can legalize homeschooling and let the schools get completely hollowed out, as the dads pull their kids out and arrange a co-op to suit their own needs. I'm fine with both.
I’d prefer the second. It means kids with shitty parents are at a serious disadvantage but that’s the case under the current system. The benefit is it’s a lot harder to kill local culture through indoctrination that is possible with centralized schooling. Even if members of the community are calling a lot of the shots. In my community it’s at the point where people not from here drastically outnumber those of us that are from here.
Then it's no longer your community. It's theirs.
Which is another reason to favor doing things at the familial level. It makes having several communities in the area more feasible.
Yes, homeschooling, private schooling, breaking schools up into smaller catchments, etc. All attempts to get around heterogeneity.
