Well if you treat money printer as covering expenses, it doesn’t. That’s not how money printing works as far as I’m aware.

I don’t know how the actual tax collections make their way into budgets so I can’t really speak on that either but I assume it does. Would need to speak to someone from a federal or state treasury to see what actually happens. Unless you are one or know one, your guess is probably as good as mine.

I was about to data dump on you (lol). Here's the tl;dr

Basically all the revenue the government collects barely covers Social Security and Medicare (both of which are expected to be bankrupt in the 2030's). Literally every single other thing the government does is 100% deficit spending.
