OpenAI is proposing to the U.S. congress licenses for building AI.

What they (Sam Altman) is basically proposing: "Now that we've already done it, you need to make it so everyone else that tries to compete with us, including hobbyst must obtain license to do it"

Like basically Microsoft again.
