Legal tender refers to the settling of debts, not carrying out exchange.

If you owe a debt, and offer physical currency, the legal tender status absolves the debt. The creditor can still refuse the cash, but the debt is absolved whether they do or not.

In the case of retail, before the goods are sold there’s no debt obligation, and so legal tender laws do not apply.
