Is there any concern about chemicals leaching into the veg? Do you remove the grass underneath or just put the top soil ontop

We'll remove the grass, and add soil. We've also added some liners in the past. Any advice?

I've used cardboard, I don't mess with landscape fabric. Awful to tear out
