The Constitution remains the preeminant achievement in government. Getting men to follow it has proven a most difficult charge. For example, the Constitution forbids the issuance of paper currency and allows only gold and silver as money. It also requires 1 representative for every 30,000 persons. Both provisions, and most of the rest of the document, have been summarily ignored.
