It doesn’t make much sense to discuss exact definitions of imaginary stuff. That being said :)

Goblins are intelligent, self aware, social living creatures.

Ghouls are undead creatures which is a category that points to creatures that usually not supposed to be existing but they can function thanks to some kind of magic involved. It is not too far off to think them as a faster, stronger, more intelligent and dangerous version of a zombie.
