yeah, it is quite extraordinary... my experience of rtanj was probably relatively common, and it's simple enough to envisage that the sharp flat slopes cause wind currents that concentrate wet air above them but the actual condensation shows there is something deeper going on

rtanj was way too steep to ride a bicycle up... i mean, yeah, you could, it was mostly an open pathway but none of it paved, all gravel and dirt, but going directly up? no way, way too steep, was close to 40 degrees, you'd even struggle to get a 4wd or motocross bike to go up it without following a shallow approach
