That's arguable worse, since that debt will be in perpetuity and never repaid, plus they misappropriate the funds into frivolous ventures that never really benefit the people themselves, but rather end up enriching those at the top and international corporations setup to siphon natural resources from those countries.

Ultimately, this approach never solves anything to do with poverty.
