I think Nostrgram already have that option and maybe other clients will also implement soon.
Yes, the NIP has been merged. Damus uses it for its Bookmarks and i’m sure more lists will come.

Smart Lists could also be interesting.
For example, ability to configure priorities like zapped/liked by the most number of my follows in a given amount of time.
