I once made a budget "drain" in a concrete floor by stacking 3 diamond blades and cutting a system of troughs ~3/4" x3/4". Worked pretty good

It can if the arbor is good enough, and your spinnythingy has enough oomph.

Did that with a giant walk behind concrete saw with 3' blades. It had oomph alright
