I don't understand the documents required to "renew" a DL in some States. If the current DL provided by the same state needs renewal, why the need for birth certificates, SSN, especially when the last renewal was done online?

Makes you wonder how easily illegal criminals were able to get DL's and SS cards.
How do you secure elections if illegal criminals were able to easily get DL's?
